Uganda National Association of the Deaf (UNAD) was established in 1973. It is an umbrella, non-profit organization bringing together all the different categories of Deaf people including Deaf people with multiple disabilities. UNAD envisagesdignity for every Deaf person in Uganda.
UNAD has entered into a TWO (2) year partnership with the Swedish Program for ICT in Developing Regions (SPIDER) located at the Department of Computer and System Sciences (DSV), which is part of Stockholm University to implement the Digitalizing Uganda Sign Language Project.
The project’s 3 key strategic outcomes are:
- Deaf people, their families and service providers have access to ICT based Uganda Sign Language learning and digital content is available;
- A strategic document to inform the design and development of Uganda Sign Language digital learning open source content is developed, made available and utilized by UNAD and key stakeholders;
- Digital Learning platforms have been designed, developed and tested for use in teaching and learning Uganda Sign Language.
2. The Project Researcher:
As means to ensure that the results of the project are sufficiently documented, SPIDERand UNAD arerecruiting a Project Researcher for the full duration of the project (2 years)
The desired candidate will be employed part-time to do research and will be called upon periodically, to follow up on UNAD’s invention on the project.
UNAD and SPIDER would preferably hire someone who is already working at a university, research institution, organization or an independent researcher who is ready to devote 20% of their time to the project.
The selected candidate will be required to attend to periodic assignments as per the result follow up project plan.
The key aim is to ensure that planned results are delivered and that the assumed change takes place.
UNAD is therefore calling for researchers to undertake the task of Result follow-up.
3. Roles and Job Descriptions for the researcher.
The researcher will be recruited by UNAD with support from SPIDER Research program and shall undertake the following:
- Conducting research activities including base-line and end-line surveys
- Carry out needs assessments of the project beneficiaries
- Documenting results from the projects and sharing them with SPIDER
- Conducting Monitoring and Evaluation related activities on the project and support to the Project Manager and other Project staff in carrying up additional result follow-up activities.
4. Key Deliverables:
The key deliverables expected of the selected candidate will bediscussed and decided by UNAD, SPIDER and the researcher however the following are some of the expected outputs:
- Baseline report(s)
- Needs assessment report(s
- Interim reports evaluating the impact of an ICT approach to pedagogical development for deaf people
- End report summarizing the project and evaluating/assessing/analyzing the impact for the project beneficiaries
5. Time frame of contract.
The researcher will work for the full duration of the project from 1st April 2017 to 28thFebruary, 2019.
Remuneration will be decided in the contract based on the budget framework.
UNADwill facilitatethe researcher in conducting the research activities such as the Baseline survey and participation of the researcher in project activities.
All Data, publications and reports that the researcher will produce shall be treated as a property of Spider and as such, they shall be submitted in whole to SPIDER by the researcher.
8. Skills and Competences and Qualifications:
UNAD and SPIDER are looking for a researcher with a strong record in conducting research,data collection and M&E activities; experience of working particularly with Deaf people is desirable. The candidate must pose Knowledge and experience in ICTs and Sign Language.
Thedesired candidate should have the following skills and competences:
- Demonstrate experience of producing high quality, credible and publishable research
- Ability to collect and analyze data
- Demonstrate working with/evaluating NGO work
- Knowledge of at least 2 of the following sectors is desirable: Uganda Sign Language,Deafness and ICT.
- Ability to write concise, readable and analytical reports
He/She should posses a minimum of bachelor degree in ICT, social sciences or related field. Having a Masters is an added advantage.

UNAD has been in partnership with The Finish Association of the Deaf (FAD) for nearly a Decade now, having successfully implemented projects empowering Deaf persons across Uganda for the past 8 years, UNAD again entered into partnership with FAD to extend its Sign Language and Advocacy project for 3 more years in the Districts of Agago, Budaka and Ibanda to consilidate the past 3 years achievement and spur further empowerment targeting Deaf persons, their families, ervice providers and the general community.
Project Goal is to to contribute to the promoting of the human rights of Deaf people in Uganda by accelerating their inclusion in the communities and benefiting from services there through sign language training, advocacy/lobbying, capacity building and awareness raising in the Districts of Agago (Northern Uganda), Budaka (Eastern Uganda) and Ibanda (Western Uganda)
SPECIFIC OBJECTIVES INCLUDE:
Enhancing communication skills amongst 1725 Deaf persons in the project area by 2019..
Enhancing participation, inclusion and promote access to services by Deaf people through sign language training to the service providers and family members.
Advocating and lobbying for implementation of Deaf friendly programmes and policies in accordance with the United Nations Convention on the Rights of Persons with Disabilities, SDGs and other national legislations.
Building the capacities of local UNAD membership in three districts of Budaka, Agago and Ibanda and support the old Seven District Associations of the Deaf to sustain the project activities.
EXPECTED OUTCOMES FROM THE PROJECT INCLUDE:
Improved capacity of 24 sign language Trainers of Trainees from the project districts to train sign language.
Enhanced sign language communication skills for at least 1725 Deaf persons from the project areas and schools.
Increased self-esteem, confidence and awareness of their human rights and linguistic right to communicate in sign language.
At least 200 family members and 200 service providers able to communicate in sign language with the Deaf persons.
Increased awareness of Deaf culture amongst the hearing persons.
Empowered groups of parents of Deaf children formed and functional in each district.
Increased participation of Deaf people in cultural, social, political, economic activities/programmes with provision of sign language interpreters.
Increased access to education/enrollment of Deaf in schools, health care, justice among others by Deaf persons.
Deaf friendly policies and programmes being implemented.
Issues of concern for the Deaf are included in local and central government plans and budgets.
Increased awareness of Deaf related issues through publications and media partnerships.
Networks and linkages created with other partners as result of advocacy and information work.
Our key alies in this projects are the District Local Governments of Ibanda, Budaka and Agago who support the cause of empowering Deaf persons in the district.
